Maine Adds Anti-Dropout Program

A School Administrative District 61 official said Thursday he hopes a new course offering at Lake Region High School in Naples, Maine will curb the district's truancy and dropout rates.
The "Reconnecting Youth" course, to be taught by counselors with a Cape Elizabeth social services agency, was funded by a three-year, $150,000 grant from the state's Office of Substance Abuse .

Klaus-Peter Voss, district superintendent, said the program is a "preventative" method of reducing the district's truancy and dropout rates, which were unavailable Thursday.

Truancy is too often dealt with in a catch-and-release manner - in which students who do not attend school are caught by police, but not charged by prosecutors, Voss said. Instead of chasing after students who do not attend classes, the new program is aimed at identifying at-risk students and preventing them from skipping school.

"Instead of the punitive approach," he said, "we are trying to go this avenue - which I think is a more constructive way to deal with the issue."

The course will be offered during regular class time - 80 minutes for three days in one week, and for two days the next. It will focus on decision-making skills, self-esteem and interpersonal communication, said Margaret Jones, director of prevention services at Day One, the agency contracted to teach the course.

Students will receive regular class credit for taking the course, and will be asked to join the class by guidance counselors. The course will not be a form of punishment, Jones said.

The class is also designed to help students learn to cope with the stresses of everyday life without using drugs, she said.

Superintendents from throughout Maine have become concerned about the rate of high-schooler drug use.

According to a 2002 Office of Substance Abuse study, nearly one in 12 high school seniors surveyed reported having used cocaine in their lifetime.

The 137-question Maine Youth Drug and Alcohol Use Survey, administered at public schools throughout the state in February 2002, also found that 13.1 percent of 12th-graders reported having tried ecstasy, and 12 percent indicated they had tried hallucinogens. Almost 30 percent of the 5,607 seniors surveyed reported having engaged in binge drinking within two weeks of the study.

Lake Region High School, which draws from other towns in Maine such as Bridgton, Naples, Casco and Sebago, has experienced a similar rate of drug abuse, Voss said.

Tina Clark, a development and special projects assistant at Day One, said the course will operate in conjunction with the one-on-one drug abuse counseling her agency already provides at the school.

"What's unique about it is that it's connecting the actual intervention with the prevention," she said.

Science-based prevention programs, much like the one being implemented at Lake Region are becoming increasingly popular nationwide, and several are now in place at various Maine high schools, Jones said.

The highly regulated programs follow a strict format, and are designed to produce measurable results.

Jones said the Reconnecting Youth program is geared toward producing a 15 percent increase in school attendance. It also aims for 75 percent increases in the number of students reporting an "improved ability to handle life's problems" and the number of parents who have contact with the program's counselor.
